Management Effectiveness for Marine Protected Areas

Course Description

The Reef Resilience Network is hosting a mentored version of this course from November 10 – December 12, 2025.

The free, five-week mentored course features self-paced lessons, expert-led webinars, and support from mentors in an online discussion forum. The Management Effectiveness for Marine Protected Areas Online Course is designed for MPA managers and staff who are moving beyond area designation and focusing on management effectiveness. Participants will gain foundational knowledge on what makes an MPA truly effective and learn how to assess management effectiveness. Participants will also learn ways to adapt management to improve the likelihood of achieving real conservation outcomes.

 

Course Outline

Lesson 1: Introduction to MPA Management Effectiveness 

This lesson provides an overview of protected area management effectiveness (PAME) and its role within the phases of the management cycle. Learners will explore the benefits of assessing PAME, how it supports progress toward MPA outcomes, and its connection to broader global conservation commitments. The concepts shared here provide the foundation for the remaining lessons in this course.  

Lesson 2: Assessing the MPA Context 

This lesson reviews the essential components of management effectiveness that should be considered during the Assess Phase of a management cycle. It focuses on how assessing enabling conditions and the local context can enhance management effectiveness. Learners will gain insight into how to influence key factors such as governance rights, political will, socio-economic and ecological conditions, nested governance structures, and available human and financial resources.  

Lesson 3: MPA Planning 

This lesson explores the key elements of management planning in the Plan Phase of the management cycle, including stakeholder engagement and social equity. They will learn about key factors to consider in MPA design, and how to build resilience into management from the plan phase.  

Lesson 4: MPA Implementation 

This lesson reviews the essential components of management effectiveness to consider during the Implement Phase of the management cycle. Learners gain better understanding of the importance of defining MPA boundaries, the role of stakeholder engagement and outreach incompliance and enforcement, threat reduction, sustainable livelihoods, restoration. Learner will better understand the importance of monitoring and review periods to assess management progress. 

Lesson 5: Adaptive MPA Management 

This lesson reviews the essential components of management effectiveness to consider in the Analyze and Adapt, and Share Phases of the management cycle. Learners will explore a PAME assessment, with additional details on the widely-adopted METT-4 tool. They will learn how to effectively communicate assessment and management results.
